What Albany employers are actually buying
Outplacement in Albany, New York is an employer-sponsored career transition program for employees leaving through a layoff, reduction in force, restructuring, merger, acquisition, site closure, or voluntary separation. Relevante’s Albany program pairs each referred employee with a dedicated Certified Career Coach matched by industry, function, and level — with particular fluency in the New York State government (the Capital Region’s largest employer by a significant margin, spanning the Governor’s office, the Legislature, and all state agencies around the Empire State Plaza); the semiconductor and AI cluster at the Albany NanoTech Complex (GlobalFoundries Fab 8 in Malta, plus ASML, IBM Research, LAM Research, Tokyo Electron, NY CREATES, and SUNY Polytechnic Institute on-site — the Brookings Institute named the region one of seven “AI Focused Movers” in 2025); the academic-medical economy anchored by St. Peter’s Health Partners (Trinity Health, 12,500+ personnel across 165 Capital Region locations) and Albany Medical Center (approximately 6,800 personnel with Albany Medical College attached); the GE Vernova Schenectady Center of Excellence (with a $41 million expansion for H65 and H84 generators announced August 2025), GE Research Niskayuna (one of the world’s largest industrial-research organizations), and Plug Power hydrogen fuel cells; the University at Albany (SUNY R1), Rensselaer Polytechnic Institute (RPI) in Troy, Union College in Schenectady, and Skidmore in Saratoga Springs; the digital-gaming cluster (Blizzard Albany, Velan Studios, Wolfjaw Studios, RPI Games and Simulation Arts and Sciences); CDPHP and MVP Health Care insurance headquarters; and Golub Corporation / Price Chopper. Coaching runs from separation through reemployment with no time cap, and is invoiced only when a participant onboards and accepts services.

Section 01
The Albany job market your people are entering
Coaching only helps if the coach understands the market. Four things shape an Albany search — and each one changes how we run the program.
New York State government and the Capital Region's public-sector anchor
New York State government is the Capital Region’s largest employer by a significant margin. The Governor’s office, the New York State Legislature, and every state agency — including the Department of Labor, Department of Health, Department of Transportation, Department of Taxation and Finance, Office of the Comptroller, Office of the Attorney General, and the Office of Information Technology Services — are headquartered in downtown Albany around the Empire State Plaza. That concentration draws in adjacent legal, consulting, and lobbying professionals (with EY, PwC, KPMG, and the Big Law New York State-practice teams active in the region), the public-benefit-corporation ecosystem (including Empire State Development, the New York Power Authority regional operations, and the New York State Thruway Authority), and the Civil Service Employees Association (CSEA) collective-bargaining environment that private-sector employers do not encounter. Senior separations here often require translation across public-sector budget-and-legislative-session cycles and into private-sector, higher-education, or academic-medical roles.
GlobalFoundries, Albany NanoTech, and the semiconductor / AI corridor
Albany has emerged as one of the deepest semiconductor and AI ecosystems in the country. GlobalFoundries operates Fab 8 in Malta — one of the largest semiconductor fabrication facilities in the Northeast — while the Albany NanoTech Complex at SUNY Polytechnic Institute hosts ASML, IBM Research, LAM Research, Tokyo Electron, and NY CREATES on-site, running some of the industry’s most consequential next-generation semiconductor R&D. The Brookings Institute named the Capital Region one of seven AI “Focused Movers” in 2025 (with talent-density scores exceeding the national benchmark), and the region hosts one of the most advanced AI supercomputers at any U.S. institution. Alongside the semiconductor cluster (approximately 3,000 direct jobs), a substantial digital-gaming cluster (approximately 9,000 jobs) includes Blizzard Albany (Activision Blizzard), Velan Studios, Wolfjaw Studios, Rushdown Studios, and WB Games — fed by RPI’s Games and Simulation Arts and Sciences (GSAS) program and the University at Albany’s computer science pipeline.
Albany Med, St. Peter's Health Partners, GE Vernova, and the academic-medical and energy anchors
Beyond state government and the semiconductor corridor, Albany carries two distinctive employer anchors that most similarly-sized markets do not. St. Peter’s Health Partners (Trinity Health) is the largest healthcare employer in the region with 12,500+ personnel across 165 Capital Region locations, alongside Albany Medical Center (approximately 6,800 personnel and Albany Medical College) and Ellis Medicine in Schenectady — for a healthcare cluster of approximately 12,500 direct jobs. GE Vernova operates a Schenectady Center of Excellence (with a $41 million expansion for H65 and H84 generator capacity announced August 2025), and GE Research in Niskayuna is one of the world’s largest industrial-research organizations. Plug Power (hydrogen fuel cells), Sabic, and Lynkwell round out an energy cluster of approximately 8,300 jobs. Academic anchors include the University at Albany (SUNY, R1 research), Rensselaer Polytechnic Institute (RPI) in Troy, SUNY Polytechnic Institute, Union College in Schenectady, Skidmore College in Saratoga Springs, Albany Law School, and the Albany College of Pharmacy and Health Sciences.
Regional Capital Region and Northeast search
Schenectady sits 15 miles northwest, Troy 8 miles northeast, Saratoga Springs 30 miles north, Glens Falls 60 miles north, New York City 150 miles south, Boston 170 miles east, Springfield MA 85 miles east, Syracuse 145 miles west on I-90, Rochester 220 miles west, Buffalo 300 miles west, and Montreal approximately 220 miles north. For some senior Albany participants — particularly New York State agency leaders, GlobalFoundries or Albany NanoTech semiconductor executives, Albany Medical Center or St. Peter's Health Partners administrators, GE Vernova or GE Research executives, RPI or SUNY Albany leaders, Blizzard Albany or Velan Studios digital-gaming executives, or CDPHP or MVP Health Care insurance executives seeking a title-for-title move outside a specific Capital Region cycle — the honest path is a wider Northeast corridor lane (Boston, New York City, Philadelphia, Washington DC, Springfield MA, Montreal) with selective national reach (Chicago, San Francisco Bay Area, Los Angeles, London). Because Relevante runs a nationwide direct-hire practice, the Albany coach can activate regional networks the day a participant elects to broaden.

Industries we support in Albany
Outplacement is a functional discipline — the coaching that helps a New York State agency executive translate to private-sector regulatory-affairs work also helps a public-benefit-corporation leader land, and the coaching that helps a GlobalFoundries semiconductor program manager land also helps an Albany NanoTech IBM or ASML executive land. Section 03
Six structural advantages, plus one that matters most in Albany
Relevante was built around the realities of a workforce reduction: time pressure, mixed populations, regulatory exposure, employer brand stakes, and the employees most likely to fall through the cracks of a platform-led program.
01 / Coach
Their own coach. Until they land.
Every participant is paired with their own Certified Career Coach, matched by industry, function, level, and career goals — and that coach stays from kickoff through reemployment. No shared pool, no rotating roster, no chatbot. The person who rebuilds the resume in week one is the person coaching the offer-negotiation call in month three.
02 / Duration
No 3-, 6-, or 12-month cap.
Coaching continues at the same intensity until the participant lands, completes a deliberate next-chapter transition, or voluntarily exits. Thirty days if that is what it takes; four and a half months in a difficult market — same coach, same cadence, no extension fee.
03 / Pricing
Pay only when an employee engages.
No setup fees, no minimums, no platform subscriptions, no per-session charges. Employers are invoiced only when a participant onboards and accepts services. The per-participant fee is all-inclusive.
04 / Speed
24–48 hour deployment, standard.
Participant outreach begins within 24 to 48 hours of referral — every referred employee, week one or week eight. DocuSign execution, no proprietary platform to provision, no IT integration, no training cycle.
05 / Outcomes
80% placement, 100% guarantee.
Roughly 80% of actively engaged participants secure a new role within three months, and the 100% Placement Guarantee is included in the fee rather than sold as a premium tier. NPS of 74 from 1,045 participants surveyed in 2025.
06 / Reach
Equitable access, designed in.
Virtual-first across all 50 states via Teams, phone, or email — participant's choice. Phone-equivalent delivery for uneven broadband. Evening and weekend availability for shift workers and time-sensitive offer cycles. Persistent outreach, so silence is never assumed to be a decline.
The New York State government, GlobalFoundries semiconductor / AI, and Albany Med / St. Peter's / GE Vernova Capital Region translation problem, answered directly
In an economy where senior separations often involve New York State agency executives inside legislative-session-and-budget cycles, GlobalFoundries or Albany NanoTech semiconductor program managers on multi-year fab-buildout timing, ASML, IBM Research, LAM Research, or Tokyo Electron partner-industry executives on customer-and-technology roadmaps, Albany Medical Center or St. Peter's Health Partners administrators inside academic-medical dynamics, GE Vernova generator-program leaders on power-industry cycles, GE Research industrial-research executives on grant-and-program cycles, RPI or SUNY Albany administrators on academic calendars, or Blizzard Albany or Velan Studios digital-gaming executives on game-release cycles, the coaching needs to read multiple distinct calendars at once. A capped 90-day program that treats every participant as an interchangeable candidate quietly loses that context and lands people at a discount. Uncapped duration lets the coach do the actual translation work — New York State agency to broader public-sector or regulatory-affairs, GlobalFoundries to broader semiconductor manufacturing, Albany Med to broader academic-medical, GE Vernova to broader energy and power, RPI or SUNY Albany to broader higher-education, Blizzard Albany to broader digital-gaming — and hold pace against the actual site and program calendar.

Section 04
The participant journey, in six stages
From the moment your HR team refers an impacted Albany employee to the day they accept a new offer — and into their first weeks on the job.
Stage 1 · Day 0–2
Notification & intake
An Account Manager makes first contact within 24–48 hours by the participant's preferred channel — unhurried, in plain language, with no pressure to engage on the spot. Where an employer elects on-site support in Albany — including New York State agency offices around the Empire State Plaza, the Governor’s office and legislative offices, GlobalFoundries Fab 8 in Malta, the Albany NanoTech Complex at SUNY Poly (with ASML, IBM Research, LAM Research, Tokyo Electron, and NY CREATES), Albany Medical Center, St. Peter's Health Partners locations, Ellis Medicine, GE Research Niskayuna, GE Vernova’s Schenectady Center of Excellence, Plug Power, the University at Albany, RPI in Troy, Union College, Skidmore, Blizzard Albany, Velan Studios, CDPHP, MVP Health Care, and Golub Corporation / Price Chopper headquarters — coaches are pre-briefed on the site, population, and communications plan before the notification meeting.
Stage 2 · Day 2–7
Coach match & kickoff
Matched with a dedicated Certified Career Coach by industry, function, level, and career goals. Kickoff is a real conversation, not a service script.
Stage 3 · Week 1–4
Foundation
Resume rebuilt with a project- and impact-focused storytelling approach, optimized for ATS. LinkedIn profile overhaul. Personal branding aligned to the roles the participant can realistically win.
Stage 4 · Week 3+
Active search
Targeted employer lists across the greater Capital Region MSA and, where the participant elects it, the wider Northeast corridor and selective national lane — Schenectady, Troy, Saratoga Springs, Malta, New York City, Boston, Springfield MA, Syracuse, Rochester, Buffalo, Montreal, Philadelphia, Washington DC, Chicago, and beyond. Direct hiring-manager outreach, recruiter relationships, networking activation, and access to the hidden job market — including New York State agency networks, GlobalFoundries and broader semiconductor-industry pipelines, Albany NanoTech partner-industry channels (ASML, IBM Research, LAM Research, Tokyo Electron), Albany Medical Center and St. Peter's Health Partners academic-medical networks, GE Vernova and GE Research industrial-research pipelines, University at Albany and RPI alumni networks, Blizzard Albany and Velan Studios digital-gaming channels, and CDPHP and MVP Health Care insurance-industry connections.
Stage 5 · Ongoing
Interview & offer
Mock interviews tailored to the actual roles and interviewers. Negotiation support — including outside business hours when offers are time-sensitive.
Stage 6 · Landing
Landing & follow-up
Coach support continues into the first weeks of the new role. Then — and only then — is the participant's fee invoiced to the employer.

Section 08
Compliance support for Albany reductions
General information for planning purposes. This is not legal advice — confirm your specific obligations with employment counsel before notifications begin.
New York WARN Act (stricter than federal) and civil-service considerations
New York State’s WARN Act is stricter than federal: it covers employers with 50+ employees (federal is 100+), requires 90 days’ notice (federal is 60), and can be triggered by layoffs of 25+ employees representing 33% of a site workforce (or 250+ regardless of percentage). Because Albany is New York State’s capital, employers with public-sector or public-benefit-corporation status may also face civil-service law considerations, layoff-preference rules for civil servants under Sections 80 and 81 of the New York Civil Service Law, and Civil Service Employees Association (CSEA) collective-bargaining obligations that private-sector employers do not. Albany employers should also account for New York State’s Fair Pay for Women Act and the New York State Human Rights Law (more expansive than federal). New York is not a right-to-work state, and Albany has active union environments across public-sector, healthcare, higher-education, and manufacturing employment. Build federal and New York State WARN dates into the notification calendar before any downstream program work, coordinate with the New York State Department of Labor Rapid Response team, and confirm implications with employment counsel.
Age-discrimination waivers in group terminations
Where employees 40 and over are included, ADEA and OWBPA consideration and revocation periods apply along with the group disclosure schedule. Those windows drive the notification calendar more often than employers expect.
Uniform offering and the consistency record
Every referred employee receives the same program offering at their tier — never differentiated by a protected characteristic. Relevante's documentation discipline supports EEOC, OFCCP, ADEA / OWBPA, ADA, Section 1557, and WARN obligations, and records are retained for seven years from program close.
Reporting built for four audiences
Weekly operating reports through the first 90 days, monthly executive reports, quarterly business reviews, and ad-hoc audit extracts within five business days of request. On request, a consistency report listing every referred employee with outreach dates, onboarding status, and reason codes — the artifact most directly useful in an OFCCP review or EEOC charge response.

Albany outplacement — frequently asked questions
Seventeen answers covering the program model, pricing, outcomes, coaching, and compliance as they apply to Albany employers.
Outplacement services in Albany are employer-sponsored career transition programs for employees leaving through a layoff, reduction in force, restructuring, merger, acquisition, site closure, or voluntary separation. Relevante's Albany program pairs each referred employee with a dedicated Certified Career Coach matched by industry, function, and level — with particular fluency in the New York State government anchor (the Capital Region's largest employer by a significant margin), the GlobalFoundries Fab 8 and Albany NanoTech Complex semiconductor and AI cluster (with ASML, IBM Research, LAM Research, Tokyo Electron, and NY CREATES on-site), the Brookings-designated AI 'Focused Mover' ecosystem, the Albany Medical Center and St. Peter's Health Partners (Trinity Health) academic-medical economy, the GE Vernova Schenectady Center of Excellence and GE Research Niskayuna energy-and-industrial-research anchor, the University at Albany (SUNY) and Rensselaer Polytechnic Institute (RPI) research base, the Blizzard Albany / Velan / Wolfjaw digital gaming cluster, the CDPHP and MVP Health Care insurance headquarters, and the Golub Corporation / Price Chopper headquarters. Coaching runs from separation through reemployment with no time cap.
Relevante uses a two-tier, per-onboarded-participant pricing model for Albany employers. There are no setup fees, no minimum commitments, no platform fees, and no per-session or per-deliverable charges. Employers are invoiced only when a participant onboards and accepts services. Executive engagements (VP through C-suite, including public-sector, semiconductor and AI, academic-medical, energy and industrial research, higher-education, digital-gaming, insurance, and consumer-grocery leadership) are quoted separately based on level and program depth.
Until they land. There are no 3-, 6-, or 12-month caps. An Albany participant who lands in 30 days completes the program in 30 days; one who needs four and a half months through a New York State agency reorganization, a GlobalFoundries or Albany NanoTech semiconductor-program cycle, an Albany Medical Center or St. Peter's Health Partners consolidation, a GE Vernova generator-program shift, a GE Research industrial-research cycle, a University at Albany or RPI administrative transition, a Blizzard Albany or Velan Studios digital-gaming cycle, a Plug Power hydrogen-fuel-cell shift, or a CDPHP or MVP Health Care insurance-regulatory cycle receives the same coach, same intensity, and same access throughout. Coaching also continues into the first weeks of the new role.
Albany is New York State’s capital and the anchor of a Capital Region economy that generalist coaching rarely reads correctly. New York State government is the region’s largest employer by a significant margin, with all state agencies, the legislature, and the Governor’s office headquartered around the Empire State Plaza. The Albany NanoTech Complex — with GlobalFoundries Fab 8 in Malta, plus ASML, IBM Research, LAM Research, Tokyo Electron, and NY CREATES on-site — has made the Capital Region one of the country’s deepest semiconductor and AI ecosystems (Brookings Institute named the region one of seven “AI Focused Movers” in 2025, home to one of the most advanced AI supercomputers at a U.S. institution). St. Peter's Health Partners (12,500 personnel across 165 locations) is the region’s largest healthcare employer, alongside Albany Medical Center (approximately 6,800 personnel). GE Vernova operates a Schenectady Center of Excellence (with a $41 million expansion announced in August 2025); GE Research in Niskayuna is one of the world’s largest industrial-research organizations. Senior professionals here can be state-agency executives, semiconductor program managers at GlobalFoundries or Albany NanoTech, academic-medical administrators at Albany Med or St. Peter's, RPI or SUNY Albany leaders, GE Vernova generator executives, or Blizzard Albany or Velan digital-gaming executives — and each track runs on its own hiring calendar and its own compensation lane.
Relevante serves Albany and the greater Capital Region — the Albany-Schenectady-Troy MSA at 1,117,438 residents — including Albany, Schenectady, Rensselaer, Saratoga, Columbia, Greene, and Warren counties, and the cities and towns of Schenectady, Troy, Saratoga Springs, Malta, Niskayuna, Rensselaer, East Greenbush, Colonie, Guilderland, Bethlehem, Cohoes, Watervliet, Latham, Loudonville, Delmar, Clifton Park, and Glens Falls — as well as the Downtown Albany / Empire State Plaza state-government corridor, the Albany NanoTech Complex at SUNY Poly, the Albany Medical Center district (with Albany Med, Albany College of Pharmacy, and adjacent healthcare), the Schenectady GE Research / GE Vernova / Union College / MVP corridor, the Troy / Rensselaer RPI and tech-startup corridor, the Saratoga / Malta GlobalFoundries Fab 8 and Luther Forest Technology Campus corridor, and the Route 9 tech corridor. Virtual-first delivery, with on-site notification-day support available at the employer's option.
Yes, at the employer's option. On-site notification-day support, group briefings, and manager preparation are available for Albany-area locations — including New York State agency offices around the Empire State Plaza, the Governor’s office and legislative offices, GlobalFoundries Fab 8 in Malta, the Albany NanoTech Complex at SUNY Poly (with ASML, IBM Research, LAM Research, Tokyo Electron, and NY CREATES on-site), Albany Medical Center, St. Peter's Health Partners locations, Ellis Medicine in Schenectady, GE Research in Niskayuna, GE Vernova’s Schenectady Center of Excellence, Plug Power, the University at Albany, RPI in Troy, Union College in Schenectady, Skidmore College in Saratoga Springs, Blizzard Albany, Velan Studios, CDPHP, MVP Health Care, and Golub Corporation / Price Chopper headquarters — alongside the standard virtual-first delivery model. Coaches are pre-briefed on the specific site, population, and communications plan before notifications begin.
Relevante's standard is first contact with each referred Albany employee within 24 to 48 hours of receiving the referral. The Services Agreement is executed via DocuSign, no integration with the employer's systems is required, and no proprietary platform provisioning is needed. Programs commonly launch the same week a decision is finalized.
Yes. A 100% Placement Guarantee is included in the per-participant fee at no additional charge; it is not an upcharge or a premium tier. Coaching continues with the same dedicated coach until the participant lands, completes a deliberate next-chapter transition, or voluntarily exits the program.
Approximately 80% of actively engaged participants secure a new role within three months. Yes. Relevante supports VP through C-suite leaders alongside professional, technical, frontline, and operational populations. Executive participants in Albany are matched with coaches whose backgrounds include public-sector executive translation (New York State agency-and-authority scale), semiconductor executive positioning (GlobalFoundries Fab 8 and Albany NanoTech Complex operations), academic-medical executive translation (Albany Medical Center and St. Peter's Health Partners scale), energy and industrial-research executive translation (GE Vernova generator programs and GE Research Niskayuna scale), higher-education administrative executive translation (SUNY Albany, RPI, Union College, Skidmore scale), digital-gaming and software executive positioning (Blizzard Albany, Velan Studios, RPI GSAS talent-pipeline scale), and health-insurance executive translation (CDPHP and MVP Health Care scale). Yes — and New York State’s WARN Act is stricter than federal. The federal WARN Act generally covers employers with 100+ employees and requires 60 days’ notice for qualifying mass layoffs. The New York State WARN Act covers employers with 50+ employees, requires 90 days’ notice, and can be triggered by layoffs of 25+ employees representing 33% of the workforce at a site (or 250+ employees regardless of percentage). Because Albany is New York State’s capital, employers with public-sector or public-benefit-corporation status may also face civil-service law considerations, layoff-preference rules for civil servants, and Civil Service Employees Association (CSEA) collective-bargaining obligations that private-sector employers do not. Albany employers should also account for New York State’s Fair Pay for Women Act and the New York State Human Rights Law (more expansive than federal). New York is not a right-to-work state, and Albany has active union environments across public-sector, healthcare, higher-education, and manufacturing employment — confirm your specific obligations with employment counsel before notifications begin.
No. Neither New York State nor federal law requires Albany employers to provide outplacement. Employers offer it to reduce litigation and unemployment cost exposure, protect their reputation in a tightly-networked Capital Region professional community — where New York State agencies, GlobalFoundries, the Albany NanoTech Complex, Albany Medical Center, St. Peter's Health Partners, GE Vernova, GE Research, RPI, SUNY Albany, Blizzard Albany, CDPHP, MVP Health Care, and Golub Corporation overlap in the same regional talent pool — and treat departing employees with the same care as those who remain.
Remaining staff watch how departing colleagues are treated, and in a metro where New York State government anchors the region’s largest workforce, where St. Peter's Health Partners runs 12,500 personnel across 165 locations, where Albany Medical Center employs approximately 6,800, where GlobalFoundries and the Albany NanoTech Complex anchor semiconductor and AI hiring, where GE Vernova and GE Research anchor energy-and-industrial-research jobs across Schenectady and Niskayuna, and where RPI, SUNY Albany, Blizzard Albany, CDPHP, MVP, and Golub / Price Chopper overlap in the same talent pool, they usually know them personally. Visible, well-run outplacement reduces the risk of negative coverage on Glassdoor and LinkedIn, protects the employer’s ability to hire in the same Capital Region talent pool six months later, and preserves engagement among the workforce that remains.
The primary financial return is unemployment cost avoidance. Every week of search time eliminated against the employer’s state unemployment insurance reserve is recoverable program value. As a rule of thumb, a 4-to-8-week reduction in average time-to-placement across an Albany reduction typically covers the outplacement fee several times over — before counting brand protection, litigation avoidance, and remaining-team retention benefits.
AI is used in narrowly scoped, supervised ways to assist coaches: resume ATS-readability and keyword analysis, LinkedIn optimization review, interview-question generation for mock preparation, and job-market data enrichment. AI does not replace the coach, does not conduct client-facing coaching sessions, and does not make placement decisions. For participants working on New York State-controlled confidential or citizen-facing information, GlobalFoundries or Albany NanoTech proprietary semiconductor process IP, IBM Research, LAM Research, or Tokyo Electron partner-confidential information, healthcare protected health information (PHI) across Albany Medical Center, St. Peter's Health Partners, or Ellis Medicine, GE Vernova generator or power-turbine trade secrets, GE Research proprietary industrial-research information, Regeneron or Curia pharmaceutical trade secrets, Blizzard Albany or Velan Studios proprietary game IP, or CDPHP or MVP Health Care member PHI, Relevante's AI usage is coach-supervised and does not process CUI, PHI, or classified content.
